Prior to joining the Mack Road PBID Bill served as Chair for the Stockton Blvd. Partnership and as the Executive Director of the Stockton Blvd Community Development Corporation.
Bill has also served on many Boards and Commissions throughout our region including the Oak Park Business Association, the Oak Park Neighborhood Association, the Sacramento Community Police Commission, the UCD Community Advisory Board and currently on the Sacramento Steps Forward Continuum of Care Board.
Bill’s career focus has been on building healthy communities through employment and self-sufficiency. His 25 plus years of Management experience in the private sector in the retail automotive industry uniquely positions us to move the business of Mack Road to the next level.
Programs and Marketing Manager
As a graduate of Saint Francis High School and CSU Sacramento, Erica is dedicated to helping make our community a better place to live, shop and thrive! Erica’s professional background includes years of event planning experience for the Sacramento Metro Chamber Capitol to Capitol and Study Mission Programs, as well as nearly ten years of paralegal experience. Prior to her work here on Mack Road, Erica frequently volunteered for our community partners, NCADD, City of Refuge and Next Move, which inspired her to seek a full time career at a nonprofit that aligned with her values. Her skill set and personal passion for business development and community building make her a perfect fit for the role as Programs and Marketing Manager. In her spare time, Erica is an avid fitness enthusiast and Pilates Instructor at Instaphysique. Erica and the rest of the MRP team are dedicated to bringing the Mack Road community not only business and job growth, but continued health, food access and a sustainable environment so that our community can grow and thrive together for generations to come.
As a Sacramento Native and local resident of over twenty years, Dia brings a solid background and understanding of our community here on Mack Road. Dia is a graduate of Luther Burbank High School and CSU Sacramento, earning a Bachelor’s in Health Science with a concentration on community health. Dia’s educational background combined with a personal understanding of local community needs makes her an incredible asset to the MRP team and to this community. Dia is active in the Hmong community and brings an impressive list of accomplishments including time as the Co-Director of a student-run health clinic, an AAPI Ambassador and the Vice President of the Hmong Health Alliance at CSUS. On the weekends, she enjoys the outdoors with her loved ones such as hiking, kayaking, and skating if she is not busy babysitting her adorable little nieces and nephews.
Community Center & Maintenance Manager
Ian has a solid background in youth development and community center grounds management. After his incredible work as the clean and safe manager with the Midtown Business Association, Ian was recruited in 2015 to launch our Valley Hi community center located at 7833 Center Parkway. Ian is personally committed to mentoring each child that walks through the doors of our community center, and has worked hard to build and nurture lasting relationships with youth, parents and community stakeholders here on Mack Road. Ian maintains the community center grounds and facilitates various programs throughout the week such as chess club and homework club, in a continued commitment to serve those that live within and surrounding the boundary of the Mack Road Partnership. In his spare time, Ian is a soccer coach for our “Soccer for Success” Program, as well as a dedicated father and husband.

Crystle Stidham is a Transportation Supervisor for Sacramento Regional Transit (RT) and has been with the District for over 13 years. She was born and raised in Fresno, CA, and moved to the Sacramento area in 1997. Her transportation experience stared in 1998 when she began working for Folsom Cordova School District as a school bus driver. Since joining RT, Crystle has worked as a transit bus operator, light rail operator and transportation supervisor.
Crystle’s hobbies include traveling, attending music concerts and socializing with friends. She has been to Jamaica, Turks and Caicos, Panama, Costa Rica, Guatemala, Colombia, and Mexico. Her concert adventures have taken her to numerous destinations within the United States. She enjoys socializing with friends at various RV resorts in the families newly acquired motor home. Crystle is married with one child and two step-children, and her beloved dogs, Harley and Hailey.
She believes in giving back to the community and has volunteered for the Habitat for Humanity, donates to local organizations such as the Veterans of America, the Bradshaw Animal Shelter, and various organizations that reach out to needy children in the greater Sacramento region.

Anita has over thirty years of progressive leadership experience in the healthcare industry. She holds a BA in Business Administration from St. Mary’s College and a Masters in Healthcare Administration from the University of Phoenix. Anita maintains certificates for TEAM Steps, Change Acceleration Process, Transformational Care, Just Culture and is a trainer for Development Dimensions International Talent Management. Her career includes leadership positions with numerous health systems including investor-owned, not-for-profit and HMO.
Anita’s career responsibilities include leadership positions in corporate finance, health and welfare, education, employee and labor relations, contract negotiations, workers’ compensation, talent acquisition, compliance, and hospital operations.
In addition to serving on the Board of Directors for the Mack Road Partnership, Anita is involved in numerous projects within her community. She enjoys spending time with family and friends as well as tutoring children in math and English.
Sabrina Tefft is a Project Manager with the City of Sacramento Economic Development Department. In that capacity, she has responsibilities for capital projects and programs involving real estate transactions; facility and land negotiations; and construction-, permanent-, and working-capital financing.
In addition to her Capital Improvement Project responsibilities, Sabrina is also responsible for administering the Sacramento Regional Sanitation Sewer Credit Incentive Program for the City of Sacramento. She is a member of the Board of Directors for the Mack Road Property Based Improvement District and is the Legislative Liaison for both state and federal issues that come before the department.
Prior to her appointment at the Economic Development Department, Sabrina had been an Event Manager for the Sacramento Convention Center. She has been employed with the City of Sacramento for 12 years.
Sabrina holds a bachelor’s degree from the University of California, Santa Barbara and is an International Council of Shopping Centers member. She is married with two children and resides in Sacramento, California.

Teresa Luevano has been a Real Estate Agent for 13 years and currently serves as the Asset Manager for Tiner Properties. Previously, Teresa worked for the Girl Scout Council for seven years, where South Sacramento was one of the areas of concentration for outreach services. She also worked with the Sacramento Children’s Home in their Family Unity Program.
Teresa graduated from Humboldt State University in 1982 and currently lives in Citrus Heights.
Keaton was born and raised in Elk Grove, attending Sheldon High School and Cosumes River College. After completing his AA studies there, Keaton transferred to University California Santa Cruz to study politics and history where he was lucky enough to meet his amazing wife, Candice.
He then went on to study overseas at the University College London for his Master’s Degree in Political Theory. After graduation, Keaton and Candice decided to move back to Sacramento and make it their home.
In Sacramento he began working for Congressman Ami Bera, first as a candidate and later in his district office. After two years of working for Congressman Bera, he was lucky enough to be hired by Supervisor Patrick Kennedy to work with him in Sacramento County District 2. Keaton really loves connecting with constituents and studying the ins and outs of policy. Being able to do that in the district he lives in and has spent much of his life is even better!
