Bill Knowlton

Executive Director

Prior to joining the Mack Road PBID Bill served as Chair for the Stockton Blvd. Partnership and as the Executive Director of the Stockton Blvd Community Development Corporation. Bill has also served on many Boards and Commissions throughout our region including the Oak Park Business Association, the Oak Park Neighborhood Association, the Sacramento Community Police Commission, the UCD Community Advisory Board and currently on the Sacramento Steps Forward Continuum of Care Board. Bill’s career focus has been on building healthy communities through employment and self-sufficiency. His 25 plus years of Management experience in the private sector in the retail automotive industry uniquely positions us to move the business of Mack Road to the next level.

Marilyn Mann

Director of Community Partnerships

Marilyn comes to the Mack Road Partnership & ReIMAGINE Mack Road Foundation with nearly twenty years of professional experience leading teams in the development, implementation, administration, and operation of social service programs. With a heart for those served by the non-profit sector, Marilyn has extensive experience working to build partnerships that bridge business and non-profit efforts toward growing and sustaining healthier communities. Marilyn has taken on various roles throughout her career from directing multimillion-dollar programs, to human resources, quality assurance of programs, policy and procedures, community outreach and partnering, and grant writing.  She credits her diverse knowledge and experience to working 18 years as a Director for Next Move (formerly known as Sacramento Area Emergency Housing Center) and with other various agencies. These experiences have made Marilyn well versed in working with marginalized, at-risk populations (homeless families with children and single adults, chronically homeless seniors, disabled adults, alcohol and substance abuse clients, homeless clients with co-occurring disorders, families impacted by domestic and family violence. She is a local girl, Sac State Alumni with old ties to the Mack Road area, singer-songwriter, wife, and mother of six.  When she is not at work, Marilyn enjoys spending time exploring the outdoors with her family and is a regular volunteer in worship and women’s ministries at her church.

Dia Vang

Office & Marketing Coordinator

As a Sacramento Native and local resident of over twenty years, Dia brings a solid background and understanding of our community here on Mack Road. Dia is a graduate of Luther Burbank High School and CSU Sacramento, earning a Bachelor’s in Health Science with a concentration on community health. Dia’s educational background combined with a personal understanding of local community needs makes her an incredible asset to the MRP team and to this community. Dia is active in the Hmong community and brings an impressive list of accomplishments including time as the Co-Director of a student-run health clinic, an AAPI Ambassador and the Vice President of the Hmong Health Alliance at CSUS. On the weekends, she enjoys the outdoors with her loved ones such as hiking, kayaking, and skating.

Norma Ward

District Maintenance Manager (Urban Clean Team)

Norma has a been in supervisor/management positions since she was 18 years of age. She previously worked as a Fire Fighter, a Correctional officer at Soledad Prison, a Program Director at Volunteers of America homeless shelter, and a Part Owner and Operator of Public House Theater. While being a daddy’s girl, her mom has always been her inspiration.  Her mother came to this country from Mexico with nothing. She showed that with hard work and dedication you can achieve anything you want.  Norma has one sister and three brothers whom she is very close to.  Most of her family lives in Redding where she grew up.  Norma is married to Blanche and has a son in addition to raising three of their grandchildren.

Terrell Olive

Community Center Program Coordinator

As a member of the community, campus supervisor, sports coach, and para educator at both Samuel Jackman Middle School and Valley High School, Terrell has many years of experience with students and families in the Mack Road and Valley Hi community. He has shown abilities to connect with the students and parents in the community and become a mentor for the kids in his community. As a member of this community having lived here and attended school here, he is grateful to be of service and give back.

Sabrina Tefft

Treasurer, City of Sacramento

Sabrina Tefft is a Project Manager with the City of Sacramento Economic Development Department. In that capacity, she has responsibilities for capital projects and programs involving real estate transactions; facility and land negotiations; and construction-, permanent-, and working-capital financing.

In addition to her Capital Improvement Project responsibilities, Sabrina is also responsible for administering the Sacramento Regional Sanitation Sewer Credit Incentive Program for the City of Sacramento. She is a member of the Board of Directors for the Mack Road Property Based Improvement District and is the Legislative Liaison for both state and federal issues that come before the department.

Prior to her appointment at the Economic Development Department, Sabrina had been an Event Manager for the Sacramento Convention Center. She has been employed with the City of Sacramento for 12 years.

Sabrina holds a bachelor’s degree from the University of California, Santa Barbara and is an International Council of Shopping Centers member. She is married with two children and resides in Sacramento, California.

Keaton was born and raised in Elk Grove, attending Sheldon High School and Cosumes River College. After completing his AA studies there, Keaton transferred to University California Santa Cruz to study politics and history where he was lucky enough to meet his amazing wife, Candice.

He then went on to study overseas at the University College London for his Master’s Degree in Political Theory. After graduation, Keaton and Candice decided to move back to Sacramento and make it their home.

In Sacramento he began working for Congressman Ami Bera, first as a candidate and later in his district office. After two years of working for Congressman Bera, he was lucky enough to be hired by Supervisor Patrick Kennedy to work with him in Sacramento County District 2. Keaton really loves connecting with constituents and studying the ins and outs of policy.  Being able to do that in the district he lives in and has spent much of his life is even better!
